Are you using this PSU in a Dell server or are you attempting to use it on another (non-Dell) system? Dell server PSUs use a 3.3VSB rather than the standard 5VSB effectively making them proprietary. If you are using this PSU with a non-Dell (or even a Dell that isn't a server) it isn't producing enough voltage on the standby rail to be able to start on a standard motherboard.

That I honestly don't know. I'm fairly experienced with PSUs but virtually everything I have worked on was standard ATX or similar(non-standard cases and connectors but similar in basic design to ATX). I'm not all that knowledgeable about proprietary, hot-swap, rack mount PSUs like the one you have. I also haven't been able to find much on it from web searches (apart from specs and standard stuff, no in-depth technical information) Hopefully there is someone else on here will have more knowledge/experience in this area.

Not sure how much help this will be, but that P/S was made by Delta Products (Newton Power). The nearest Delta division to the UAE is Delta Products India. Maybe you could get some information (or a referral to some one who could help) from their tech support.
