Sony KDL-52WL140 picture issue

Somebody is selling this TV and he is claiming that the picture doesn't look HD quality, more like SD.
What could be the problem?
To me it doesn't seem like a screen issue, or it could be?
He also claims that it was looked at by a technician and that technician claimed that the panel is bad.
