Hello, I have a Phillips 42 inch Lcd tv. As soon as i plug it into an outlet it begins clicking. I assume it is trying to cycle on and off. All 12v pins seem to have the correct voltage. right about 12. The one that I did notice that was wrong is the 3v3 st. As the power supply clicks the voltage fluctuates between 0.90v up to 1.5v. It changes almost every time it cycles (clicks) On the (off) cycle it drops all the way to zero and when its cycles on it never goes above 1.5v. It continues doing this as long as I leave it plugged in. I see no visible bad caps. I believe I have isolated the click to a little black box. I will add pic. Any info on where to check next. Thank you in advance.

I'm suspecting the actual CCFL or EFL being bad, just not sure how to test, but would like to confirm.
TV clicks upon plugging in AC. When I press the PWR ON button, clicks again.
LED on the Main board comes on green (Assuming some diagnostics), Blue LED on the TCON comes on also when I turn the TV on, but turns off about 30 seconds later.
3V3 ST is on (3.26 V)
Standy 3.3 V (off) when I press power button goes to 0.16 V
12Vssb is 11.75 V (on), 0.18 V (0ff)
+12Voud is 13.8V (on) ~ 0V off
-12Voud is -12.4 V (On) ~0V... -
by GRANDGGHi i have an issue with LG 42lw4500 wich after pressing the power button flashes red then goes solid white light 2 clicks and nothing , the weird thing is SOMETIMES if i leave the tv plugged in it would come on and fuction normally (i should mention that vertical rectangle going from the bottom to the top of the screen have some red dot artafacts it only appear in somthing like the tv input menu and any input i give like vga , but not in the system menu , i thought i should mention this , i cannot confirme if the tv had this issue when it was up and running in its previous owner . ) when checking...

When I hit the power button, the BL (as you know this is a CFL backlight) turns on, video works fine as I can see the LG logo show off, but the backlight starts going on-off for 3 times, when it gives up and turns completly off
This set has a inverter board on the top right corner. This inverter (or the tubes, I don't really know) buzzes very loudly during the second that the BL stays ON. I have posted a video, turn your volume UP!

by x_orange90_xThis TV is in a constant reboot where the screen very dimly lights up for about 2 seconds and says SMART TV. I checked the power supply and visually all components look good. I unplugged the main board to see if the backlights would come on but they do not. I also tried my LED tester on the backlight plug and didn't get anything. I know some Samsungs will not light off a single led is out regardless of using a tester, so I'm thinking they are bad. I found a whole set for about $25 which isn't bad, but before I buy them is like to know if they would indeed cause a constant reboot like this tv is...

by angeloavvHello everyone! This is my first post and this motherboard is driving me crazy because everything looks so non-trivial that I don't know where to start investigating. During these days I believe I watched half of the YouTube videos trying to understand how to troubleshoot power cycles but at the same time, I'm confused because my motherboard doesn't always do that and sometimes completes the POST for a few seconds: the right amount of time to freeze, show glitches on the screen, and then reset itself.
Let me give you a bit more context to understand why and how we got here.
