I don't remember who but I read an announcement last year from one of the major 'good cap' companies that said they were doing away with the sleeves on their electrolytics.Mann-Made Global Warming.

Looks like SACON (correct if wrong), but these caps have JL as type number and my known sacons have FZ as type number.
