One blinking SMD
 
Toshiba 49L31OU single blinking SMD, will this cause the quick led backlight flash then off when turning it on? I have taken the tv apart and did a light test with A led tester. All come on to full brightness, except one that blinks for about 4 seconds then comes on fully.

That is enough to send the TV in to backlight error mode. That strip needs to be replaced.

I have seen sometimes you fit brand new leds on a strip and when you put power to the strip then you notice that one led brights up a second or so later. Well i just unsolder it an replace. Its as if the current required on that specific led needs to be higher than the others for it to conduct... strange mass produced junk i'd say.
