It's tiny, and has the turn on instructions. It's very different to the large NAND that holds the software. It's to the left of the optical port in the photo.

It's not the eeprom that is faulty, the TV is turning on. The NAND isn't under the heatsink.

The cheap canned air uses butane as a propellant, inverting the can causes the heavier liquid butane to come out first.
Maybe your air doesn't use propane, are you seeing frost on the nand when you...

Butane(lighter gas) is super cheap and will freeze far better than a cold metal bar.

They come blank for about 3 or programmed for about 20 (ebay). A programmer costing around 100 is required to program them if you buy them blank.

Sounds like it could be, but it's hard to tell without a photo. Take the back off and see what colour the LEDs are showing through the back.

The parts usually cost pence and the boards pounds, it's almost always more economical to repair the boards than replace them especially if the replacements are second hand.

I have a Bakon 950D, less than 20, it comes with a T13 tip but they stick out further than t12 tips, so it's in the recycling and I just use t12 tips.
