Though, yes, you are correct that Windows 10 on a mechanical HDD is painful.

Windows 7, on the other hand, can still be very snappy on a mechanical HDD...

The PCB designator for that component shows "QP1", so it must be a transistor of some sort. If I had to guess, it's most likely a MOSFET as I don't see any Base resistors. But it's hard to say....
