If R26 is a very low value part and in the source circuit of the switch MOSFET it probably is for current sense and the MOSFET shorted, blowing the resistor and the fuse.

IIRC, Nichicon’s 1980s low ESR PA and PB series had medium green sleeving. Chemicon’s 1980s low ESR RX, RXA, RZ, and RZA series had orange sleeving.

I doubt that the caps used in that P/S were as low impedance as KY or KZE. LXV, PS (= PR), LXZ, or PW would probably do well for both output caps and smaller value decoupling and start-up caps.

IOW, the battery has an internal resistance which would drop some of the battery's voltage if connected to a .15 ohm load (ignoring the inductance and charge time of the inductance).
