lba48 can be fixed in a couple of ways
one is to customise the bios if it's one that supports "modules"
the other is an extra rom on a network card

the caps are special and dont last forever
be carefull it doesnt hold a charge before you meter it - or you could damage the meter

isolate the cap, short the pins - for safety
then meter it - it could fail short-circuit

you can usually hear the high voltage booster running - like a high pitch whistle - do you hear it?

the u.k. never used pairs for RF, always been coax.
a sattelite jack is unlikely, those use a screened feedback if done right.
a polariser is possible.
or could it have been power for a masthead...

or a meanwell dual output - if they have a compatable one

i find that shit cdr's that modern drives cant read are often still readable on *decent*(SCSI) drives like Plextor and Toshiba, probably NEC too but i dont have any to try.

i think you need to check the current on the 12v line.

it could be mostly using 5v,
those old AT psu's had mostly 5v output, the 12v was only for the harddrives.
in that case an ATX is useless...

and recap that psu starting with the output caps and the small stuff

you could just fire up the original working psu with a dc clamp-meter on the 5v and then 12v rails to see what it draws

if you do then i can point you to an eprom that gives you an LBA48 ATA driver extension!!

i would open the controller and see what the 5v is used for.
if it's just a few hundred mA for the controler and the leds are just 12v then just use a 12v psu and a buck convertor module
