What did you do ? What could you not work out ?
It might be different on the 13 but it was Settings > Mobile Data > Personal Hotspot or Settings > Personal Hotspot

Give the processor some heat, it's an LD series, so there's a good chance its suffering from BGA failure.

Netgear has always sold mediocre consumer products, colouring a range grey doesn't really change that IMO.
Their switches were common for having bad caps in the past, i don't know the environment...

It sounds like it could be a BGA issue under the main processor.

There will be different voltages on each on the coils, so it's the middle and right but identify the markings to be sure.

That's going to be the gamma IC on the t-con, I'd guess an AS15-F.
It's the IC top right in photo #2.

12v is the main voltage rail, so you would only inject 1v, do you have a hot air station ?

What it sounds like, plugging in HDMI cables when they are hot, as in power going through it.
Lots of people plug them in hot and lots of people get away with it, right up to the point they don't.

If its good colours with the logic board test then I suspect it the BGA at issue under the main processor on the mainboard. Apply heat with a hair dryer then turn the TV on to confirm.
