Do you have the BL_ON_OFF voltage on CN7, pin-5? Check the voltages for U401, pin 20 should be +12v; pin 21/22 +5v

Have you checked the inverter distribution board, I don't see it in your picture, follow the high voltage cables from the power supply inverter to the inverter boards

Not sure if this would help but a lot of power supplies I see have a small value resistor (10~22Ω) in the gate circuit, and some also have another resistor and diode across this gate resistor as well...

You could try placing about a 100Ω 1/2w resistor across the 12v output, this should draw about 120ma and keep the power supply out of burst mode.

In the first picture it looked like a 4 pin (my mistake) . Now that I look closer it's likely a TVS diode. If it checks ok, it is not likely your problem. If the + side has 12v and the other side...

The scope doesn't need to be that fancy, if you have what looks like video on the lvds and there is 5 volts, I suspect there is a problem on the t-con board, that's the board that drives the panel
