Just a quick thought. Can you check the resistance and inductance of T9101C. There have been a few issues with inductors running hot and failing in the led circuits.

You may well be correct. Just looking at the application note show there are two mosfets connected in totem pole so the 240 ohms could well mean that one of the internal mosets is damaged.

A photo of your power supply may be useful. It should provide 24V and the 5V is probably derived from the 12V at the mainboard.
What revision 17IPS71 is the power supply.

You may have a faulty Q1 or the +5V from the TDA7490L may be missing or either the ON/OFF or MUTE signal may be stuck at +5V.

The +5V and -5V are internally generated by the TDA7490L and available on pin 12 (+5V) and pin 16 (-5V).
The +5V (+VA5) then goes off to supply Q1 which controls the ON/OFF and Mute function.
