Well, the biggest downgrade would be to not have any MOVs, obviously. :D And many cheaper PSUs, in fact, often lack MOVs.
That said, as long as you do have any MOV(s) in there, PSU primary caps...

Chips like these almost never go bad, unless some external source massively damages them with a voltage spike... and in most cases, that's fatal to these chips and monitor...
