Check the power supply solder connections on the transformers, especially the pins with the rivets. If the connections are ok, it could be that an led in the panel went bad.

Looks like 0.1Ω, .5 watt fusible flame proof, If the resistor is open, I suspect Q7601, Q7602 are also shorted

The analog meter is just connected across the output, so as long as it is still connected there it will still work. So there is no problem using both.

It is for limiting the current, You can install the rated fuse in its holder and then you can build a test jig like this to plug the unit into instead.

This snubber cap (CM806) is a common failure on these samsung boards, other models have the same problem, the cap shorts and the fuse opens. Sometimes the ic's output fet also shorts after the cap...
