You likely have damaged gate drive components, check the DT1 to be sure the drive windings are not open, then check the resistors and diodes DM804 & DM805, you may need to lift one end to check them...

The D+5.6V is the important (actual standby) voltage, the +5.6V_standby is a power supply ON control line that turns on the rest of the power supply

Does the voltage on pin2 change when you press the power button?
CN4 pin 1 is the standby 3.3 volts that supplies the main board, CN4 pin 2 turns the power supply on and off.

Pin 4 of the ic produces its own voltage, the optocoupler then controls it, so if zd104 is not shorted, maybe the optocoupler is bad. Or the ic itself is damaged and not allowing the ic to operate at...

NT801s is just a current limiter for when the power supply is in standby, It gets shorted out by the relay contacts when the power supply is turned on.

It will read as a resistor, both ways. it is not the problem, check the mosfets mounted to the heatsinks, like QS802, QS804
and the pfc circuit mosfets like QP801c.

NT801s is a NTC thermistor, 11Ω is fine it does not read open.

Do you have vcc voltage (20v) on pin7 of ic601? be careful not to short the ic pins. There is a resistor connected to pin7, check the voltage there instead of on the ic.

I suspect there is no vcc...

The out of range readings can be caused by your meter, The pfc circuit generates high frequency to boost the voltage and some meters see the peak pulses.

I would guess D136 was a T4 1N4148W, but that is a very complex circuit so there may be more wrong than a couple diodes.

I would check the voltage across the main filter when you force the power supply on, That voltage should go from 165vdc to around 185vdc

What voltage do you have on the standby pin4 of cn1? if it is around 5v, ground it, if it is around 0~1 volt connect a about a 1k resistor between standby and 5 volts. See if this turns on the power...
