It's not a good idea to socket PWM-FET ICs, because they use the Source/return and Drain leads for keeping the IC cool. In a socket, this won't work and the IC will overheat.

Thermaltake does honor their warranty, so they probably indeed designed it (or rather had someone make this PSU for them) to last as long as the warranty...

Concur. That would be a good start. Also remove diode D136 - its case looks cracked and blown. Remove the "ZP" diode too, if it shows shorted. Check if the resistor next to it has gone open-circuit.

Check the voltage on the pins on the left side relative to ground.
One of them should have about 12V with the PSU plugged in. This is likely the 12V Standby (+12Vsb) rail.

Most monitor power supplies indeed usually have a 5V power supply and then also a 12-16V supply (varies with monitors.) Some will also have a 24V supply, in addition to 5V and 12V.

Maybe, maybe not.
PSU appears to use discontinuous (flyback) topology and is always On, so long as it's plugged in. Thus, it will just depend on how much ripple current that flyback SMPS puts out...
