Used random SMD tantalum capacitors for 3.50 each? That's a total ripoff. Take one off of a donor board yourself, or ask your local electronics supplier for a new one.

No, these are solder bridges. Someone worked on this board already. Can also be seen by some traces of leftover flux and the solder blob on PL3501.

After FDMF3035 fails, CPU will most likely be dead. Very common problem on these. Always rely on warranty when possible.
