Sometimes caps can be very dark brown/orange but this one is shiny pitch black, definitely tested as a 100% resistor. And the board was repaired using a new resistor as well.

Problem is with the Windows install then. Perform a clean install and problem should be solved. Sometimes additional drivers might be needed.

Apart from LDO regulator, does the regular 3.3V power rail come in at all? I think you might have damaged the KBC.

Connect the power button FFC properly and measure power button legs to ground. Is 3.3V present? Does it go to 0V when you press the button?

Can you measure the current draw of the entire board? (with battery disconnected). Does it stay static? Make sure the little switch on PCB that acers are known for is pressed in. Sometimes they won't...
