You can try testing resistance of the MLCC (Multi Layer Ceramic Capacitors) on the tab bonding boards to see if any of them show low resistance reading.

Are the tab bonding boards on the bottom edge of the LCD panel?
Inspect the tab bonding boards for any sign of damage and also check the resistance on the MLCC's (Multi Layer Ceramic Cap) of the tab...

Pin 1 and 2 are in the hot side, so the circuit ground will be the negative leg of the main filter cap in the hot side. What ground did you use?

Not going to work as design at heavy load, the inverters can easily draw 5A or more. I would replace all 3 of them that is what I would do first. When cap is domed up like that the ESR will be high...

I just look at your power supply board, I see two caps for the 24V power supply have domed tops, Can you inspect and verify them and provide clearer pictures?

'15' is the fuse code for 0.75A rating.
If you look at those white fuses that are showing 18V, if you trace out the connections, they will all lead back to 24V pins on the connector.

Those fuses are fed by 24V so they all should be showing 24V, not 18V. May be recheck your measurement again.

AC_DET is for protection FOR not allowing the power supply to come on if the AC line Voltage is not within operating range, the PS-ON will not be sent if AC_DET detects problem and sends the error...

There are FIVE fuses on the Master inverter board,
F1 is a small Black fuse 0.75A 76V.

F101, 102, 103, and 104 are White fuses 3A 63V, there are loacate next to each one of the black Lytics...

Power supply for the 70 inch panel may have higher LED drive Voltage and current dues to more LEDs for larger panel, so it may be over driving your 60 inch LEDs.

I do not understand the reading of XX to YY.
Are you saying when TV is off but plugged into the AC outlet is, I.E. UR13V is 0V when TV is OFF, when TV is on it goes to 12.5V?

So UR13V, AC_DET, PS-ON, PNL_POW all show 0V?

If AC_DET is 0V then that will lock out the other control Voltages, AC_DET should be about 3V for normal operation.

can you pin point where the chirp is from?
Since the 14V standby power supply is stable, there must be the problem some where in the step down power supplies/loads that is going on and off.
