Check page 49 of the service manual, The ground to use to check VPROTECT is the negative side of C6901, or JL6603A any pin from 3~9
The protect lines should be LOW if they are at 3.3v that line is...

So the VCC is way too low, this could be due to a shorted ZD908, or the ic could be bad, The ic has a startup cell so make sure C957 is ok and not open. Then Check R974 to make sure it is not open.

It's a diode, Use diode test, it should read open one way and .5xx or .6xx the other way. If it reads shorted then it needs to be replaced with the newer version.

IC907 is the drive ic for the 12 volts, Start by checking if it has VCC on pin 1 (You must use hot ground for your negative meter lead) and check if it has Drain voltage on both sides of R951.
