I have found with the LW series LG LED TVs that the BGA chip becomes disconnected from the Main Bd. Remove the Heatsink and using a Hot air Station and heat the BGA chip for 15 mins at 350 degrees....

Seems like bad Backlights at first reading. Measure the voltages wrt chassis GND. If the Backlights are bad you would get a +ve reading on the +ve LED wire and 0V on the -ve wire.

The only long term solution is to replace the LED Backlights. Not just the bad strip but ALL the strips to prevent having to open up the Panel multiple times.
