Good. Now this is the expected voltage. One of the removed caps must have been bad.

What is the voltage now of ppbus_g3h ?

Check voltage of PPDCIN_G3H on each of the ports (cd3215).

The last measurement is considered to be too low.

Is the meter being used accurate?

My bad...missed the post with the resistance readings. The coil resistance readings are low but they look to be ok for the low voltage rails which are likely for the CPU (~1 volt rails).

No, very likely not shorts but rather low resistance values for each. This is common to cpu core voltage rails. Low voltage rails will have low resistance values. Your referenced coils are close to...

Your ppbus_g3h rail is low. SMC has not yet boosted it.

Can you attach the battery to see if it helps?

No. Likely the missing part is a capacitor.

You are observing 0v on one leg because it is a ground pin. It is not a fuse.

Confirm it by removing all power. Resistance mode on your meter.

Search for each of the signal (net) names in the attached chart.

Measure their values and post them here. If the voltage is ~3v = '1'; then this is a good reading.

If the voltage is low = '0'...

See attached. Check each of the signals from this chart to confirm which one is still at '0' logic level.

When each is '1' -> the board should boot = S0 power state.

1) What is the voltage @ pin # 4 = GATE of each of these front side mosfets ?

2) Confirm that the PR354 is present on the logic board = ~200k.

Attach a usb mouse. Allow the board to power up and wait a minute or so. Does the usb mouse light up?

What area were you feeling around on the board? Perhaps a dry solder joint? Try that again to see if some area needs to be reflowed.

PCIe caps are often 0.1uf 0402 in size. Voltage of 16v or higher is fine. Just replace them if they are defective.

Agreed.

I think the voltage at ACDET is also a suspect.

The 2v44 is too close to the required threshold value of being > 2v4.

Power down and check the resistance of the voltage divider...
