Something is going on with Bootstrap 1, and may be that is why the Voltage reading is also bad as reported earlier: Pin 6: Bootstrap 1 reported as: 0.46.

Well, I expect your super to tell you right away that your AC is too low, based on the meter is GOOD, and should disconnect your appliance and call the power company right away to fix the problem....

How about D1 - and D2 -? Those are LED strings Cathode returns. So far the LED power supplies are not seeing the loads.

If the Voltage is really that low, that is brownout condition which can easily damage you fridge and air conditioner. You lights will also be dim through out the house.
How about on the 200V AC...

Please look at the marked up I made that shows how 14.3V, UR 14.3V, and S14.3V are generated and how they are connected, as you can see the 14.3V is fed to inductors, one for the UR14.3, another one...

The bootstrap cap will be electrolytic cap, look at my post 45 to see how the cap is connected to the bootstrap pin and the output pin.

There are 4 wires on the LED connector, correct?
Since the LED connector is labeled to tell you what which pin is for so You need to keep the black probe of the meter on the chassis, Red probe on D1...
