If he said he repaired the board that means the board has problem, if what he said is true otherwise why would you repair the board if there is no problem.and just tell you that there is not problem...

Cutting jumper is not real solution, all it did was disconnecting the LOW PFC boost Voltage protection circuit, the problem is low PFC boosted Voltage due to resistor network in the PFC Voltage...

You can still use the HLR board by disconnecting the RGB sensor, show good clear pictures of the top and bottom side of the HLR board, or order the replacement.
