Check it over for dry joints, you might not need to replace it.

I would think it's failed physically with to many bad blocks.
You have tried the only way to repair it without replacing it.

Looking closer there are some test points, the voltage conversion is usually done on the tcon but this is done on the mainboard.

Driver/panel whatever they are called. Why would 12v be going to them, there doesn't seem anything to drive.

The other voltage? The lack of coils on the driver boards suggests there won't be 12v on there.

What's the 8 legged IC on the driver board ? a winbond eeprom ?

Remove the cable between the power supply and mainboard, do the back lights come one and stay on ?
If yes, what are the two voltages on the test points next to the backlight connector ?

Does the controller work with USB connected ? Detecting 5v is not a guarantee the ports are working.

What did you do ? What could you not work out ?
It might be different on the 13 but it was Settings > Mobile Data > Personal Hotspot or Settings > Personal Hotspot

Give the processor some heat, it's an LD series, so there's a good chance its suffering from BGA failure.

Netgear has always sold mediocre consumer products, colouring a range grey doesn't really change that IMO.
Their switches were common for having bad caps in the past, i don't know the environment...

There will be different voltages on each on the coils, so it's the middle and right but identify the markings to be sure.
