When turning on tv you should get a voltage rise on the led pins.

Short of the panel, the only way I know to test it would be mainboard tester.

I would try pushing or heating processor and then try turning it on. Maybe bad bga connections.

I think what happens is heating and flux removes oxides that temporarily make contact again but will fall after a while.

I haven't had that problem but watched Nick's video where he said suction marks would clear up. The spots are probably on diffusers.
