Obviously to get faster boot times you should have a SSD. I buy used SSDs between $5 and $10 CAD. These are smaller capacity, but linux doesn't require much. My typical Lubuntu install is less...

If you want something potentially faster, just get barebones Debian with XFCE.

Many distros build "on top" of Debian. So if you go straight to the source, you might get faster performance.

The Fluke 70 series I is grey. As I understand it, Fluke took the 70 series I and added better probes and made the case yellow for the Fluke 20 series I.

If you made an "oops" moment, you need to check all the input protection components for damage. While some may be obvious, others are not.

1. All your MOVs should measure 0L in resistance mode....

BTW, the PCB was made 2010 03 02 so it's 10 years old.

If the startup cap was cheap quality to begin with, I can see it failing/dried out even without much usage.

On the back of the PCB, one of those larger ICs should be the SMPS chip.

If you look at its part number and find the datasheet, it will tell you what the typical VCC startup voltage should be.
