Yeah the lacquer is a good idea, or you can just ignore it the buzz, it's not unexpected. My car battery chargers buzz, and I just use the noise as an indication it's on, as there's no other power...

hmm...also curious what happens if they get overheated or overvoltaged. Unlike a "wet" capacitor, they don't have a liquid to boil off so I can't extrapolate a regular aluminum wet capacitor over. ...

indeed the main problem is the plates need to be quite rigid and any slop that bends the plates will change the capacitance and cause your frequency to go off.

I think the main reason to answer the way sam did is he was thinking about batteries and considering amps and not watts.

two 12V 1Ah batteries in series will give you 24V but still only 1Ah.

The F15T8 mag ballast I'm pretty sure can be used for PL13, though I have a mag ballast PL13 lamp somewhere...

Also have a PL13 lamp with electronic ballast which I like more because it starts...

They do have some heft per unit but not really that much, seen bigger.
Speaking of weight, technically they have a significant amount of aluminum in them, though the electrolyte probably contributes...

Blah, and of course the source pin has a huge pad with PTVs and a through hole capacitor right next to it... Incidentally that capacitor is a solid polymer electrolytic.
