You do not have to use a fuse to check it on ohms scale now if you are going to use the incandescent light bulb instead of the heater element yes I would agree with you to use a fuse before the triac...

I have tested some of the batteries I am going to use in this USB battery pack

The useable amp hours is from 2040 to 2080 which is not bad for used batteries

WHY are trying to be dangerous in what you are talking about doing ( steps 4 and 5 and 6 )

All you need to do is put one led of volt meter to the heat sink and and check for resistance...

If this is the case I would buy a new one and see if it behaves differently or not
But make sure that you have the triac mount correctly as well

If you use a IMAX b6 version 2 you can look at the individual battery voltages however you can not use the BMS balancing protection board on the battery you have to hook up the IMAX battery tester...

When I troubleshoot my battery spot welders that uses a triac ( that uses a high current transformer) and want to test the controller function I will use an incandescent light bulb so I do not trip...

What is the specifications of the triac that it has

Really 120 volts @ 5 ohms = 24 amps if your triac is not rated for that then you would fry them

Check the heater element by it self

If the heater element is like the type in a water heater then you need to check the outer case to the terminal of the heater element and you should NOT get any resistance if you do have any...
