What is the voltage rating on C8621 and C8623? I think they are 50 volt caps. I believe the voltage you have for +VLED is correct and you have an led string problem.

If you have the ± 12 volts on (page 100 of manual) you should also have the B+ and B- supplies. You need to check the voltage on the two plugs, CB100 & CB101, these pins should all be near zero...

Check the parts with power disconnected. check that none of the parts are shorted.
Check the diodes and transistors using diode test on your meter, The reading is usually around .6xx for a diode one...

When ever you check voltages in the primary (hot side) you need to use hot ground, in this case the large capacitor, negative leg. So measure the voltage on C810 ACROSS it not from chassis ground....

There should be a jumper wire from R23 across to the trace that connects to the drive transformer, This 16v supplies the two transistors via the drive transformer.
