that's a magjack, the transformer has arced and burned up.
probably from lightning.
you need to remove it, and check all the small resistors.
and the inductor.
everything in the area...

not arc'ing, that's conductive glue - glue that got old and went very dark and then burns
you need to chip off all brown glue - then do the caps

do you get the spikes without any probes?
btw, try to find the cause - it will effect other stuff like radio.
i suspect it's a low current psu - like an led lamp.
