how do you program it?
you have to tell these things the panel spec.
some use jumpers - others use firmware uploads.

0.1uf ceramics.
too large for 0.01uf
unless one shorts out, they are fine.

it contains several 1:1 isolation transformers and sometimes some ceramic caps and/or resistors.

that's a magjack, the transformer has arced and burned up.
probably from lightning.

you need to remove it, and check all the small resistors.
and the inductor.
everything in the area...

you should also check the network transformer - unless it uses a magjack.

if you need high wattage cfl's then the chinese have loads on ebay/ali including high-cri ones for fotographic studios.
those arent cheap btw! :D

look for electrolytic caps connected with it.
if you find one, try using a 1uf polyester in it's place.

if it flashed, maybe the heaters burned out.

usually the heaters go open or the electrolytic dries out in the ones that die here.

not arc'ing, that's conductive glue - glue that got old and went very dark and then burns
you need to chip off all brown glue - then do the caps

do you get the spikes without any probes?

btw, try to find the cause - it will effect other stuff like radio.
i suspect it's a low current psu - like an led lamp.
