It turns out that the controller is not the issue the mosfets interacts with the controller to do the amp calculations I am not sure exactly how but I could not...

I know for sure that the controller is malfunction because the new ones do not allow you to start the charging cycle unless you have a battery hookup to the tester and the ones that are having issues...

The controller portion of charging circuit goes to 5.5 amps and is uncontrollable the discharge still works but I not convinced that there is not...

This device is extremely difficult to repair in the past I have tried to repair them if it is not an issue with the solar panel wiring or a capacitor being bad or something similar like a resistor...
