arcade boards should not use polymer because most of the caps are in the audio circuits.

playstation can use tantalum instead of electrolytics on the system board - the psu needs electrolytics....

the 5 spaces in front of the cpu are all connected in parallel. :)

just do the psu and the ones in front of the cpu for now.
then see if it runs.

btw, dont bother with a mod-chip unless you...

firstly, if you can get an xbox for €5, do it - and fix both!
99% of xbox faults are capacitor related.

as for your board.
you have space for 5 caps at the cpu,
so fit 1500uf polymers....

i hate those battery holders - you often hit the battery on something while trying to slide it out.
i use the type on pc's where you just drop the battery in past a latch :)

it's assumed you have a decent crystal and a good pcb track layout.
most crystals are 20ppm or better now, and variance in smd caps is very low.

your not hitting the caps with high frequency's

if you do replace them you need high ripple current handling.

but a serial port runs at +-12v
you would blow the atmel to bits unless the fact that it's a 9way D is just coincidence.

WD40 is only good for spraying on rusted bolts outdoors.
and even that is probably not as good as 50/50 acetone and ATF fluid. :D
