That small board is FRC board = Frame Rate Conversion board.
This TV can do 120Hz refreshing rate.

That does not sound right.

The PS-ON (STANDBY) for this Philips power supply is Active Low, so you need to Ground pin 2 (STANDBY) of CN4 to Ground pin 3, 4, 8, or 14 using 100 Ohms resistor or so to turn on the power supply.

That is bad, I expect 6V or more on that ZOD6.
What resistance do you get in both direction of that ZOD6?
It has R0D5 (394) and COD5 connected in parallel with it.

Is the Collector of QOD1 also connected to the Anode of Z0D6?
What is the DC Voltage on Z0D46?
Negative leg of C0D1/COD4 (connected in parallel) is the hot side circuit Ground.

That Transistor should not be on right now, it should not be showing E-C of 0.36V
What Voltage do you have on Z0D6?
You should test that Transistor.

But I checked standby power and it shows 3.3volts so I know thats good. So I decided to check the remaining pins and it all looks good except for the main board. So I am getting 12v in pin...

You can leave R2D9 out for now since it is for protection not for the circuit to function, every thing else can be put back in place.
More likely that Q0D1 is on right now which it should not be on...

1) Check the resistance of the Fuse F1 (small white body with 7A printed on top), it should show the same resistance when you touch your two meter probes together, if it does, the put all the board...

There are 3 of them, they are 82uF 450VDC C9804, C9805, C9823.
You can check the Voltage on the two legs of any one of the 3 caps since they are connected in parallel.
You must be real careful...

Check E-B and E-C junction Voltages of Q0D1(2A).
Z0D6 soldering does not look very good.
Update Q0D1 is PNP so R2D9 connected to the Emitter of Q0D1 makes sense.
Q0D1 has to be off for the BP pin...

Ah, I did not see that section before, it looks to be for either LOW AC (Brow out) protection circuit or Over Voltage...

At least we are getting close, it looks like they add something to control the BP pin via R2D9, I am learning too about this IC, this is the first time I deal with this IC P/N.

R0D9 (302 = 3K Ohms) looks to be the same function as R9 of the application circuit.
R2D9 (470 = 47 Ohms) I cannot tell where it goes to, I can see that one end is connected BP pin.
