it's capacitivly coupled mains from the psu - *all* switching psu's do it - all switching psu's should have an earth - including phone chargers.

it makes perfect sense,

the outer tube of the tip is earthed to ground/0v

and switching psu's have a ceramic cap between the primary side and 0v on the secondary side.

you may be able to find a grounded gas or water pipe if there are no plastic sections.
or even a lightning conductor outside a window going from the roof to the ground.

you can use 450v if it helps it fit the board better

a rubicon BXW series is probably a good choice if the size matches.

well leds are current-drive so it's possible that several hundred or even thousand volts lit the led and blew the small output cap.

red purple silver silver is 2.7ohms 10% i think - that's probably less than your test-leads, so it's fine

the cable-run to it is probably acting as the antenna.
i'm not sure i'd trust it if it made a "pop" though - maybe the electrolytic burst!!

teapo are pretty good if kept cool, i wouldnt drop to 3300uf unless you have no choice.
what diameter is it?
