Antenna rotators I worked with had a reversible AC motor, brake solenoid, and potentiometer for position feedback. So a few conductors required 3-5 flat 20awg outdoor ribbon cable was commonplace....

First you would troubleshoot and fix the blowing fuses problem, why are you now suspecting the relays? Look for the short circuits instead of wasting time here.

They might be balanced pairs, like 300Ω twin-lead but I'm not sure what the UK used for antenna feed-ins. One pair for one antenna i.e. VHF, the other for UHF.

Yes, inside the relay the track looks to have melted. I would say it was overloaded- which melts the PCB trace and pops the diode.
I would say a new relay or fixing this one and it will just melt...

Oh, I see the PC board trace is melted and lifted up, it must have fused due to a short circuit in the car somewhere. It might have also blown a 1N4004 diode.

If the heater relay transistors are independent, then it's either the switch circuit for the relay coil or the MCU is refusing to turn on high heat.
