I had a feeling it might be the SoC. Although the device has been worked on before, there does not appear to be liquid damage/corrosion anywhere on the board.

Unfortunately I no longer have a BGA...

1. Check for short on the coils.
2. Measure voltage on the coils when turned on.
3. Check your RAM slots and make sure there is no debris. Also check the solder joints.

Per schematic, FCCM_VCORE goes only to these 3 IC. The only way to confirm would be to remove it. It easier than it sounds. It's your typical TQFN, preheating the board will help.

Yes, pin 1 and 2 as well as 3 & 4 are connected together.

Where were those measurements taken? PU602/PU603? What do you mean by 'before SMD'?

Pin 1 and 2 does not look good. Pin 2 (assuming you meant VCIN of PU602/603) is...
