How far away are you picking up this noise from the car and is the noise a whiny and changing pitch with electrical load or engine speed more like a from the ignition noise coming from distributor...

I would start with the grounding cable connectors first then move on to alternator issues or maybe with ignition systems components there are several symptoms that noise issues can be caused by

Check to see if your alternator has a noise suppression capacitor on it if it does it probably not working correctly anymore if it does not have one add one but I can not tell you what value to start...

KZE are available but not in all UF values I will use KZE or KY or the automotive type of LXZ and LXY and had no issues using any of these series in switching power supply

Do not count on that being the case because I have seen a lot of boards not marked or it might not be correct ( this is rare but happens) and it is even worse when they are potted

Here is an update on this battery pack

The individual battery cells so far are testing at around 2100 to 2200 milliamperes hours = 3.00 volts @ 500 milliamperes working dropout voltage and 2400...

Yes these are non brand name capacitors but if they are the main filtering capacitors they might be alright but if they look swollen in any way do not trust them to be good anymore any capacitor that...
