strip the panel down ( remember the order on what goes where ) and take the backlight out. Either you have to find replacement LED's and fix the strip or get replacement strip.

My first thing to check in your case would be the PLL. If you have a signal generator, you can inject a signal into each IF stage and see if these are working o.k.

either that pad was just an empty pad, or that trace goes somehow under the connector. In this case you have to take the connector off and see where that trace goes.

That only works IF it is shorted to GND. If it isn't shorted to GND, then you have to fine the shorted line first.

low ohms on an esr isn't a bad thing, that doesn't mean there is a short. You have to look at the DCR for a short if you look with an ESR meter. IF your ESR meter has that function.

that ohm meter trick doesn't work with any ohm meter. It would need to read 4 digits past the decimal point. Just measure from a point that you know is shorted and start measuring all caps on that...

there are 2 ways finding that short. Either inject power and wait for that offending part to heat up, or with very good ohm meter that can measure milli and micro ohms similar to a leakseeker 89 etc.
