I think a 3.3mF could cause significant damage... granted you have to get unlucky in one direction, most of the cap is...

The F15T8 mag ballast I'm pretty sure can be used for PL13, though I have a mag ballast PL13 lamp somewhere...
Also have a PL13 lamp with electronic ballast which I like more because it starts...

They do have some heft per unit but not really that much, seen bigger.
Speaking of weight, technically they have a significant amount of aluminum in them, though the electrolyte probably contributes...

Blah, and of course the source pin has a huge pad with PTVs and a through hole capacitor right next to it... Incidentally that capacitor is a solid polymer electrolytic.

Don't forget try clean water too...especially since failed capacitors tend to use aqueous (i.e. water) electrolytes and water will dissolve it once more.

Just need a voltage limited 1A CC PSU (LM317?) and you can read "ohms" (which would be milliohms) directly on your 200mV scale, if you have 20mV, even better.
Trick is not to have to send 1A...

BTW, should always do the math. You can even do funny things with nonmatching resistors but yeah it gets complicated when they don't match as the power dissipated will be different...
