It's harder when the pins are not labeled, this board doesn't seem to have a label/legend, try heating with a hairdryer or cooling with freeze-spray or inverted can of air IC3006 on mainboard not...

Test the voltages at the connector on the powerboard with EVERYTHING hooked up, it's the connector that the cable from powerboard to mainboard hooks into, most times there's a legend/map nearby that...

An easy way to partially test a cap in circuit is to set your meter to 20k ohms and put a meter lead on each leg of the cap and see if it goes up steadily or down steadily, can test one nearby to...

"470uf16v cap" Those specs are not a problem but you may just have a bad cap there.

Recapping all the powerboard electrolytics in a tv this old is never a bad idea, be CAREFUL with the big ones, they can hold a DEADLY charge, DigiKey isn't too bad if you get all that you need in one...

If you unhook the cable from powerboard to mainboard and plug the power cord back into powerboard leaving mainboard unhoooked, are the backlights on and steady?

See the legend of voltages in picture #7, do the test in post #5 on the connector right there and report the voltages both in standby and when you turn it on, if it doesn't power on then just report...
