There's no option in HP's custom BIOS to change it (there aren't many options at all aside from changing boot order and enabling/disabling some built-in devices and power management settings).

Admittedly as long as you replaced the "killer cap" with a quality one (I'm sure you did), and it isn't having any conductive glue issues, they really aren't any worse than the dozens of other PSUs...

Actually quite the opposite. Higher-end appliances tend to have more "features" that are likely to break and cost a fortune to fix (if you can even get parts), like modern luxury cars "high end"...

At least legally you can't since R32 is classified "mildly flammable" (same with R454B), electrical components in R32 or R454B systems require additional shielding to reduce the potential for sparks...
