Depending on the board architecture it might be absolutely normal to not have 3.3V at SPI FLASH while indeed having 3.3V at the power button. Must not be a issue

However, if you're dealing with a P-Channel mosfet, 5V might be perfectly fine....

Sorry to tell that, but that's likely a dead CPU then. you could check whether the resistance raises or not when Lifting the related coil (the one with 0.17 Ohms) or removing the DrMOS.

You're right, this rail runs at very low voltages. But 20V went into the APU through a internal shorted High-Side MOSFET, so yes like already told. The APU is gone

No offense, but something must be wrong with the probes our your multimeter. From typical design of these boards, the 5 most left coils are for GPU Core and I wouldn't expect really more than 1 Ohms...

I'd be more worried about how the GPU warms up with even no 3.3V present, since DC-IN seems to work perfectly fine. I'd like to know which voltages you measured where.
