I don't think 25 ohms would show up in temperature measurements.
Can you see what that cap connects to? The CPU takes 2.9V and 3.3V, and I would guess that the Cx5520 runs off the same 3.3V...

I haven't seen those 5.25" bay power supplies in at least 15 years. They were made for people who didn't want to upgrade their power supply for some reason when they got a new high-end graphics card.

I haven't seen that before. I guess it really isn't worth finding such a low-capacity flash chip or there is some application that requires the lower capacity (I've heard of that).
