the atmega cant run without a clock, if your using an isp programmer like an asp you also need an 8-16Mhz crystal and a couple of 10-22pf ceramic caps

mov's are smooth and will meter open-circuit when good.

that rough surface part is an inrush limiting resistor that lowers it's resistance as it heats up.

you have a set of 3 - remove a good one and meter the capacitance.
then meter or scope the board and see what voltage is across them - obviously with the shorted one removed.

you dont use "audio grade" caps on power rails.
look for low impedence caps with the highest ripple current you can find - preferably with a decent lifespan not some 1000hour shit

Nero 6 is one of the best cd writing softs ever made on windows - and it uses libs that wont run on 7 for several reasons.
too bad they fucked themselves with nero7+ turning into itunes style...
