The brownish cap is between a heatsink and a power transformer, both sources of heat, and possibly impeding airflow or convection, and as redwire noted, there are two 1 watt resistors near the cap.

IOW, the battery has an internal resistance which would drop some of the battery's voltage if connected to a .15 ohm load (ignoring the inductance and charge time of the inductance).
