I never said the pinouts matched, I just ment it could be like one of the other TI type boost/buck converter ic's. The SN9B019 seems to have 3 outputs but on this board only 2 are used.

I suspect this is the main power management ic, "similar" to a TPS6521815 or maybe like a TPS65072
"similar" as in NOT THE SAME, different pinouts etc.

It may have been brown, orange, brown, silver 130Ω 10% ntc likely not too critical, it changes the resistance across the 68Ω to slightly vary the output transistors bias when the temperature changes

My guess is a thermistor, warm it up a bit and recheck the resistance. This is the best I can figure out because of the glue etc.

It may be a similar circuit to this (I said similar) in the ampf1...

If it acts up again, try replacing CM806 (10f/50v) Also CB806 and CP811 (47f/50v), these caps are on the ic's VCC line and fail often.
