If you want your repair to last, I would replace all the LEDs with new strips. The working ones will likely fail in the future since they have wear. There are two styles of the LG thick lens...

Blown fuses will always be caused by shorted component usually FETs and diodes. You should be able to measure the short on the component side of the fuse to ground.

Looks like no separate PS-ON signal and power supply is always on at 12V. ON/OFF is backlight on signal. If you have stable voltages and the TV is dead, main board is suspect.

I would score along the strip and heat up the double sided tape under the strips. The thick lens strips use extra sticky glue. Without softening the tape, you would need a scraper and hammer.

I did one of these 60LN series and never again because of the glued down sheet. I would cut the strips out with a knife.

I purchased a guaranteed working and tested board with the same failure previously. If sellers takes returns, then easy for an unscrupulous buyer to return a bad board and it gets resold.

I believe 9.2V is the standby voltage and gets boosted to 13V when turned on. Power supply is behaving as expected.

PS_ON is active high with a pull up resistor. Shorting it turns it off.

When I asked before, he indicated he replaced the IC. I've had a board returned that was working (if I did the half screen tcon test, I would have figured out it was a bad panel before sending it...

Samsung TV power supplies typically have pull up resistors on the PS-ON and BL-ON control signals so you just need to disconnect the cable going to the main board.

I have repaired individual LEDs and have had more fail immediately after. You still have bad backlights though the panel is damaged.
