It won't fix the problem since 99% of the time it's not an contact issue between the BGA and the logic board. There's a high risk of damage the board...

If you don't have a 820-3435 donor board you can take SPI ROM from 820-3437 donor board.
Of course you'll need to clean ME region and edit serial number, but it will at least turn on (not boot macOS...

Take 4 330F aluminum SMD capacitors from CPU VCore section of a laptop donor board.

NEC Tokin ESR is 1 to 2 ohms. ESR of replacement cap should preferably be close to 6 ohms so 4 in parallel...

If it's the 5V or 3.3V rail yes it's too low, if it's the 1.05V rail it's fine.

Without schematics it'll be hard to do anything. What's the SIO on this board?

35 ohms is fine for PCH core power rail.
No point in reflowing stuff randomly except if you want to kill it.

Are your 100% sure there is no image? Inspect LCD connectors/cables for any damage (especially between the pins for backlight power rail and eDP AUX line).

Chipset doesn't support 4GB of RAM for sure. It may work with 3GB, only way to know is to try.

I don't know what's on your RAM stick, but in general it's a 24-series I2C ROM within a TSSOP8 package or something similar. Pinout is the same on all of them.

At that point it makes more sense to replace the whole board, but even then it may not be profitable. Also those CPU are pretty hard to replace and market is filled with junk.

Sounds like a dead PCH, inject 3V on +3VADSWO, if the PCH heats up, it's dead.

It's very hard to read anything on that chip, but it may indeed be MX25L4006EZNI.
