It's normal for vcore vddc to be 0 ohms. The only way to test that is with voltage injection. If it draws more than 5A at 0.8V, the core is probably shorted.

It's probably the crystal oscillator. Check for 0.9V and a sine wave from both sides of the crystal.

The 1.35v vs 1.5v difference doesn't seem to matter. I've tried mixing the hynix 1.35 and 1.5v versions.

Actually, that's not quite what I was saying. The rail that has the bad MOSFET is for the VRAM. The core will always fail short, and it's normal for a good gpu to be around 0.1ohms. So the only way...

What's the resistance from the coil next to it to ground? If it's less than 20 ohms, the core is dead. Usually when the memory VRM shorts on nvidia GPUs, it kills all of the VRAM and the core.

The GTX 1050 uses gddr5, which takes 1.5V. The GTX 1080 uses gddr5X, which takes 1.35V.

PEX reset. Pin B11 on the pcie connector. Make sure it has 3.3 volts on that pin. If you can track it to a resistor or AND gate, check that, too.
